Malta Declaration
The European People's Party (EPP) Group in the Committee of the Regions (CoR) held its extraordinary meeting in Malta on 26 October 2007 with participation from Lawrence Gonzi, Prime Minister of Malta, Michael Frendo, Minister for Foreign Affairs of Malta, Simon Busuttil, Member of the Euro-Mediterranean Parliamentary Assembly and Abdul Rahman Alduaij, Arab Towns Organization (ATO). The aim of this meeting was to discuss methods to facilitate dialogue between EU and Mediterranean regions and cities, in particular through the creation of a permanent forum for structured dialogue between regions and cities.
Whilst the EPP Group stresses that the Euro-Mediterranean dialogue and the European Neighbourhood policy are essential tools for enhancing relations at the international level, it is also convinced that in order to improve the quality of life of citizens, this needs to be strengthened to include local and regional actors, in accordance with the principal of subsidiarity. An EU forum of regional and local authorities from both sides of the Mediterranean would enhance cooperation through the exchange of know how on a number of topics concerning the daily life of citizens. Furthermore, through the promotion of grass-roots democracy, there would be an increased solidarity amongst the people.
Members of the Committee of the Regions and representatives from southern Mediterranean countries would additionally be able to offer an added value to the Euro-Mediterranean Parliamentary Assembly (EMPA).
