The CoR's work on digital resilience could assess the local and regional authorities’ ability to resist, absorb and recover from external digital threats or natural disasters’ disruptions through the enforcement of legislation on cybersecurity and cyber resilience, availability of solid and reliable critical infrastructures and use of appropriate digital and cybersecurity skills. Studies so far, show that the frequency of cyber-attacks targeting LRAs is increasing and that the cost of digital non-resilience of local authorities is a key topic that deserves particular attention. It is often only as the consequence of a costly attack that LRAs start investing in relevant infrastructure and skills.
